Important Information on MotoGP 2023

It's nearly race week for the MotoGP British Grand Prix at Silverstone Circuit. We have some important information to share:


To minimise disruption the Circuit are limiting the coning and parking restrictions to just the following roads:

- A413 (Brackley/Towcester Road)

- High Street (from A413 to but not including Stocks Hill)

They have a TTRO in place and anyone caught parking in restricted areas may be ticketed. The cones will go out Friday, but enforcement officers will be out throughout the weekend. Your 'Resident Access Pass' is not a parking permit. We are told a lay-by is considered part of the road, in relation to enforcement. More »


As we saw during the F1 weekend, the same bridleway and footpath closures are taking place again. We have been assured by the Circuit that residents (not accessing the MotoGP) will be allowed through. We recommend having a 'Residents Access Pass' or proof of address with you just in case.


They will have a dedicated route, as used previously, leaving Brackley Road via the site of the former Royal Oak pub and exiting on to Winterhills. We are aware taxis continue to represent an issue for traffic management, so please report any abuse or unauthorised taxi behaviour and we will feed it back to the relevant authorities.

Residents Update re Grand Prix

Dear Residents,

Further to our statement on Monday 10th July and our monthly Parish Council Meeting that evening, we have a further update to share with residents regarding the issues felt by some of our community during the British Grand Prix at Silverstone Circuit.

The Parish Council has heard a number of concerns raised and we are working with both West Northants Council and Silverstone Circuit to ascertain the facts and work out what went wrong. We ask you to be patient as this may take longer than we intend, but we will keep you updated. More »

Whilst the Council was unable to respond to every point on Monday evening or provide detailed responses to emails received, we did commit to giving you clarity on our immediate actions. These are:

  1. Lobby West Northants Council to investigate and withdraw the parking charge notices for residents. This includes looking into the TTRO.
  2. Partner with the Circuit Management Team and Whittlebury Parish Council to ensure any immediate issues can be resolved ahead of the Moto GP
  3. Arrange a debriefing meeting with the Circuit team, The Police and WNC
  4. Understand the wider view from the community.
  5. Agree a revised approach to planning our involvement with the organisers of the largest events (F1, Moto GP, Festival)
  6. Set a date for a more comprehensive update/plan to be shared publicly with the community.

Parking Charge Notices

West Northants Council have been investigating the deployment of the TTRO and whilst we are waiting for them to confirm in writing to ourselves and our WNC Councillor, they are initially working to the position that any issued PCNs are lawful.

There is a statutory process surrounding the appeals process for PCNs and we are told they simply cannot be withdrawn in bulk at our request. Any appeals must be reviewed by an authorised officer on a case-by-case basis.

We are informed that many of you have, but anyone who wishes to dispute their PCN and appeal, should do so here:

We are in the process of supporting those residents we are aware of with a Blue Badge, but if you require any assistance please contact the Clerk on and we will arrange for a Councillor to assist you.

Gifts & Hospitality

We did provide a response to this during Monday's meeting, but we recognise this may not have reached everyone. Councillors who accept gifts or hospitality must declare them on the WNC Register of Interest with the Monitoring Officer. They must do so within 28 days and carefully observe the rules laid out in our Code of Conduct, with WNC and Anti-Bribery Act 2010. Some of our Councillors have been invited to the Circuit and this is not unusual but does not apply to them all. All register of interests can be found here:

Thank you for your patience and understanding whilst we work through this for you. You can find the initial information on traffic management for the Moto GP on the document circulated by the Circuit for the F1. But we are continuing to look into the matters raised, ensure lessons are learned for next year and we will come back with a more comprehensive plan for future events.
